Even if that figure is true, I doubt the state is so destitute to spend RM3 million on a traffic study. The state has over RM461.6 million in the state reserve, and the state government saved RM36 million through various effort. Considering the severity and the significance of the traffic issues in Penang, RM3 million really isn't too much to spend.
